Attorney (PUCP) holding a Master's degree in Public Policy and Management (University of Manchester). With over 23 years of professional experience within and alongside public and private sector entities, she has held various senior executive, consulting, and project management roles. Extensive expertise in designing and implementing institutional reforms.

She served across two terms (November 2014 – July 2016 and March 2019 – June 2020) as Secretary of Public Management of the Presidency of the Council of Ministers, acting as the Peruvian Government's counterpart to the OECD in developing the Public Governance Review of Peru—a landmark study outlining key reforms to enhance public management and public policies. She led the regulatory quality reform, which primarily resulted in the elimination of more than 30% of Executive Branch administrative procedures and the enactment of the legal framework for the implementation of Regulatory Impact Analysis (RIA).

She has contributed to the expert panel for the formulation of both the National Policy for Administrative Simplification and the National Policy for the Modernization of Public Management. She has directed projects in coordination with the IDB, the European Union–OECD, and GIZ. Furthermore, she has served as a lecturer at UPC and ESAN, and is currently a Professor of Public Management at the Pontifical Catholic University of Peru.
